RE Innovations for Offgrid and Energy Poor Areas

According to the National Electrification Administration (NEA), there are still more than 2.3 million Filipino households that are still without access to electricity. These families are spread to more than 12,000 rural sitios across the country. But these figures are small if the numbers of families in underserved areas or those with limited access to electricity due to economic hardships were included.

Deployment of clean and renewable energy that will benefit these families remains slow due to various reasons: lack of financing support, low market intake, logistical challenges, legal concerns, etc. This, despite various initiatives by various stakeholders such as by people’s organizations, social enterprises, private sector and by the local government units.

The Center for Empowerment, iNnovation and Training on Renewable Energy (CentRE) and its members are among the various stakeholders working to realize clean, reliable, affordable and sustainable supply of electricity especially for the marginalized segments of the society. Promoting sustainable energy access to all Filipinos has been a core work of CentRE and its members.

Aims

This Deep Dive Session aims to showcase the good practices and learnings of CentRE members in deploying renewable energy in off-grid areas and energy poor communities.

TOPIC 1
Promoting Renewable Energy Access in Housing Systems in Urban Poor Families

MR. WILSON FORTALEZA

Fellow, Center for Power Issues and Initiatives (CPII)

Wilson is an ardent advocate of renewable energy and energy democracy, being a founding fellow of the Center for Power Issues & Initiatives (CPII). He is also the vice-president of Center for Empowerment Innovation and Training for Renewable Energy (CentRE). He has been a member of the Executive Committee of Partido Manggagawa (PM) since 2007, and acts as the party's spokesperson. Prior to this, he held several other leadership and volunteer positions in different national organizations and coalitions such as the Freedom from Debt Coalition. Wilson was also actively involved in the formation of Church Labor Conference and later, Nagkaisa, the country's broadest labor coalition.

Delivering RE to Isolated Sitios: Learning from the Field

ENGR. RIEDO PANALIGAN

President, Center for Renewable Energy and Sustainable Technology (CREST)

Engr. Riedo “Rei” Panaligan is president of the think-act institution Center for Renewable Energy and Sustainable Technology (CREST), and concurrently holds leadership positions in various regional and local climate networks. He is a licensed electronics engineer, and currently taking his Master (MSc) on Business Management, major in Green Energy and Climate Finance, at the Berlin School of Economics and Law.

RE for Offgrid Community in Mindanao

DR. NELSON ENANO, Jr.

Director, Ateneo de Davao University – Center for Renewable Energy and Appropriate Technologies (AdDU-CREATE)

D.Engr. Nelson Enano, Jr. works in the academe and has over 10 years of experience in conducting research in the area of energy engineering and policy. He is director of the Center for Renewable Energy and Appropriate Technologies (CREATE) of the Ateneo de Davao University and also the consortium chair of the Mindanao Renewable Energy R&D Center (MREC). He is also an Associate Member of the National Research Council of the Philippines (NRCP) under the Engineering and Industrial Research Division .

Dr. Enano obtained his Doctor of Philosophy in renewable energy at University College London and University of New South Wales. His Masters degree in Engineering and Policy Analysis was obtained from Delft University of Technology in the Netherlands. At present, he is also taking his Doctor of Engineering in Energy Systems Engineering at Ateneo de Davao University. He has been affiliated with various energy research institutes abroad such as the International Energy Policy Institute of UCL in London and the Center for Energy and Environmental Markets (CEEM) in Sydney, Australia. In the Philippines, through CREATE at ADDU, Dr. Enano leads research in various energy projects such as in Energy Regulation 1-94, energy resource assessments, meteorological monitoring systems, power system planning for hybrid renewable energy systems, and high renewable energy integration studies..
